what can be considered "IT experience"

When looking at the job requierments, one often finds something like
"5 years IT experience, 2 years Java, 3 years C++, 1 year .NET" etc

My question is what exactly can be considered under this "IT experience"?
For example, if I worked part-time as a network admin / programmer / web designer / some-computer-related-position, while in college for 4 years, is this it? Or is it considered only the full time work after graduation?
