The JSP Specification is your best bet to learn about how to use the XML format for JSP pages. Bear in mind that this format is not generally intended to be hand-written by developers. It's use is primarily as an intermediate format utilized by JSP containers themselves, as well as for JSP pages that might be automatically generated via software (where a DOM built up in memory can be serialized into a page).
The stringent markup requirements for this format generally make for a fairly unfriendly environment for hand-coded pages.
