I am reffering the example from "The Complete Reference from JSP2.0".In this book in the tld file I am confusing about one more lines. please explain. Is this example takes any external resources?.

If you have a question about a specific chapter in a book, you'll need to tell us what it says. There are many books on JSP and it's unlikely that the majority of people reading this will own the one to which you're referring.

Is there a specific statement in that book that leads you to believe that you need an internet connection to work with Taglibs?
