using tag files

tag files is another way to use include mechanism in jsp.

is tag file more like include directive (at translation time) or <jsp:include> (at runtime)?

Sorta kinda slightly, but not really.

While you can easily use tag files to perform parameterized includes, they're more powerful than that and you should think in broader terms with regards to them.

A JSP include action is a mere wrapper around the request dispatcher include method. Tag files are implementations of SimpleTagSupport and inherit all the power of the custom tag mechanism.

I highly suggest consulting the chapter in the JSP 2.0 Specification on tag files.
