The system I use (which saves TONS of time not having to worry about mundane stuff) is

Eclipse
- Mevenide plugin
Maven
- Eclipse plugin
- Tomcat plugin

I sete the tomcat plugin to not compile the JSPs when I'm in development mode ( for faster deploy).

When I'm ready to go live, I set the tomcat plugin to compile ALL JSPs, add their classes to the web.xml and copy the class files to WEB-INF/classes.

Tomcat plugin
