can't declare any more prefixes in this context

I'm getting this error from Tomcat 5.0 when I added this

<%@ taglib prefix="c" uri="http://java.sun.com/jsp/jstl/core" %> to my jsp.

2006-08-28 16:59:52 ApplicationDispatcher[/borrower] Servlet.service() for servlet jsp threw exception
org.apache.jasper.JasperException: <h3>Validation error messages from TagLibraryValidator for c</h3><p>null: java.lang.IllegalStateException: can't declare any more prefixes in this context</p>

I searched older posting and found one on 12/29/04 which had the same issue giving two solutions. I tried one of the solutions and changed my web-app tag name to

<web-app xmlns="http://java.sun.com/xml/ns/j2ee" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xsi:schemaLocation="http://java.sun.com/xml/ns/j2ee http://java.sun.com/xml/ns/j2ee/web-app_2_4.xsd" version="2.4">

It still didn't work and I didn't understand the 2nd solution mentioned in the posting about too many JDOM files. What exactly is this error and could anybody help?

Is it possible that you already have a taglib definition with a prefix of "c" ?
