String Concat

I want to pass a value to a tag attribute. The value is a string concatenation of 2 other string values in scoped attributes. Can this be done purely by scriptless solution (JSTL/Struts tag lib) without expression?

i.e.

<%
request.setAttribute("a","12");
request.setAttribute("b","34");
%>
<my:tag property='<%=(String)request.getAttribute("a") + (String)request.getAttribute("b")%>'/>
