I came across a job description that has the requirement " JAVA Web Developer to design/develop/deploy a modular, web-based self-provisioning application for the client."

What is a self provisioning application? Is it just a fancy term for a client-server programming model?

Provisioning typically includes distribution and/or installation. See JSR-124 to get some ideas about recent Java advances in this area.
