How do you create pages and their URLs on the fly? Such as when you sign up on a site like xanga, the page is created under the URL of www.xanga.com/signUpName How is this done?

The URL you posted yields a page not found error, so I'm not sure exactly what you are talking about.

But in general terms, since JSPs are translated on-the-fly it's easy to have them created programmatically and loaded by the system. That may be what they are doing. Or they may just be using good old content-management techniques and placing content using templates and a little CSS magic.

With regards to URLs, a front controller servlet can take the information on the URL and forward or redirect anywhere it likes.

So a servlet can easily detect whatever "signupName" is placed on the URL and take appropriate actions.
