I have remove the index.jsp from the server and run the application

It depends on your container. Some containers will be refreshed after changes to the deployment descriptor (web.xml). Maybe yours is not set to do so.

Try the following

<welcome-file-list>
<welcome-file>/Welcome.jsp</welcome-file>
</welcome-file-list>

Also make sure that you have file Welcome.jsp, not the welcome.jsp

All the Best

Is the file welcome.jsp present ?
Why do not you restart the server and see what happens ?
