Just a quicky...

Why would this:
<c:import var="page_xml" url="/WEB-INF/xml/index_menu.xml" />

Cause the following error:
javax.servlet.ServletException: javax.servlet.ServletException: WEB2651: Exceeded maximum depth for nested request dispatches: 20

When my WebApp is run from '/' context root (Sun Java WebApp 9.0)

Just a guess: possibly because you've got a mapping in your web.xml like "/".

DISCO!

My index servlet-mapping should have said '/index' in the URL pattern (I had '/').

Cheers for that, now I can starting moving forward (until the next issue).

By the way, please try to use more descriptive subjects. Not only did your question not end up being about JSTL, even if it did just "JSTL" isn't very descriptive.
