How i can display records according to request  RSS feed

Hi all,
Will anyone please tell me how i can display records according to request.
I am explaining my problem.
Actually i have a map in html file and i want to open a new window according to the area selected in this map.

For example i am sending some part of my code so that you can have an idea what i want to do.
So i want to do this.I think now you all understand my problem.
Now here what i am doing is, i am using different .html file for this purpose as according to my need i have to code 95 such .html files and i know it is not a good option to have such a large ammount of files also it can be done by using one file(.jsp)

So will anybody plead tell me how i can use a single .jsp file for displaying my records(records are not in any database i will code them according to value for alt attribute specified in above code inside area tag.I will use if else for this purpose ).
I have to diaplay District,State,Geographical_Are,Population,Population_Density,Headquater.
For this i am thinking to take five variables(i will name them like above).
And according to the alt attribute i will give different value for these variables in .jsp file.

Please note i have deleted all double comma,single comma and opening and closing angular brackets in above code because i was getting error when i was trying to post this.

It's hard to make a suggestion without knowing a little more about what you already know.
Do you know how to send form and/or querystring parameters from a webpage to the server?
Do you know how to retrieve those parameters from your servlet or JSP?

Yes definately i know how to work with jsp and servlet.
I am using Tomcat5.0 and jdk1.5
