I have given the URL( http://127.0.0.1:8080/Action-tags/call )

and also the uri call as the value for page,following is the complete command.

<jsp:include page="http://127.0.0.1:8080/Action-tags/call" >
<jsp:param name="name" value="Sammeta hany" />
</jsp:include>

None of the above is working..

The page attribute can't take an absolute URL.
It needs to be the URL of a resource within the current web application and needs to be relative to the root of the web application.

Think of it embedding one of your servlets or JSPs in another.
