why /WEB-INF/classes is required in a war file?
why not /WEB-INF/web.xml?

please explain

Because when a new application is created, a ClassLoader is made to point to the /WEB-INF/classes folder and is used to load classes and resources. If the /WEB-INF/classes folder does not exist, the context-specific ClassLoader could not be made.

This may be server dependent... not sure. There is a default web.xml that is shared with any application that does not provide one.
