The market isn't great, but I've seen IT jobs appearing again in the Careers section of the Toronto Star, for the first time in years. Canada doesn't have the equivalent of the H1B and is actually an offshoring provider, it's called "nearshoring".
There seems to be a lot of demand for "embedded processor" work requiring C skills, and of course the usual J2EE and .Net stuff.
