You will need the J2EE and J2SE kits from Sun (J2SE was previously known as JDK).
On top of that, you will need an EJB Server/Container (the one included in the J2EE is buggy and does not run on Windows98). For this I can recommend Orion (www.orionserver.com). It is small, fast and relatively easy to use (complete standards compliant, but not much GUI tools).
Also, get a good book (or 2, or 3, or ). O'Reilly's EJB book (2nd edition) is good, Ed Roman's (www.theserverside.com for a freely downloadable version) is also good but dated.
After that, time and patience will be your companions.

It is sorta covered in the JavaRanch Style Guide.
