No, not really, some very few still can but this time there looks like there is a real trend to no-hire whatever in whole Europe.
In US we can suppose the lack of hire is caused by huge amount of H1B aliens available, 55,000 minimum new each year, who prevent tens of thousands US beginners and average skilled hires because they are much cheaper than natives and so numerous, together with outsourcing.
But in Europe situation looks the very same result, although obviously for very different reasons as background is so different. There is a real trend of publishing the very same job adds forever, but never hiring whatever, even when qualified candidates attend. Of course explaination would always be "doesn't match this job", but when many checked qualified candidates are refused, real reason must be something else. In France in my case, I see the very same trainer add posted by the very same company since about 6 mounths, so published about 50 times, but not being fullfilled (logically impossible, I attended myself but was refused despite being a perfect match for this one considering listed criterias, certainly like all other candidates). Of course situation for some countries can be really hard with a real excess of qualified IT staff, like certainly Germany, but it doesn't explains this widespread trend for whole Europe.
Even the newspapers are beginning to wonder about this trend, one journalist recently asked for testimonies on a forum about job seekers persuaded to have attended fake adds, huge feedback was provided to him, I am waiting for the article as result. For example, I discussed recently with a french civil servant involved in job placement who stated present record is a job add published about 80 times, for which this official government agency (ANPE) provided about 10 qualified checked people, who were not hired. So despite they don't dare to interfere yet so as not to spoil possible hires from private field, french government at least really wonders about what looks like a clear refusal to hire whatever trend.
The only logical conclusion seems that many job adds in Europe are fake, but I cannot see the reason. A site where many adds seem fake (I mean apparently never lead to an hire and repeatedly published) is Monster.com in particular, but certainly it is not alone (I know, Monster.com is certainly not responsible for job adds reality, only companies publishing these adds obviously are).
Do some other people have an opinion about this trend ?
