java.sql.SQLException: ORA-00604: in BFILE.fileExists

I am attempting to use BFILE columns to reference existing files on a
windows 2000.
I have created a "DIRECTORY" and given the directory READ permissions
to public. I can update the BFILE column in the database but when I attempt
to see if the file exists I get an error.

java.sql.SQLException: ORA-00604: error occurred at recursive SQL level 1
ORA-01460: unimplemented or unreasonable conversion requested
