i believe the software we use requires an email address for everybody when they register.
since not everyone is willing to provide one, a "hack" was written. if no address is given, the account is created with a dummy address of "firstname.lastname@example.org".
so, technically, every account DOES have an address. so my guess is that an email IS being sent, and successfully, but it just gets ignored by the JR staffers. there is no error to generate, as everything 'works'.
