The OCI driver relies on native libraries to do its work. Whenever you use the OCI driver you must have the appropriate native library on the PATH (ocijdbc8.dll for Win) or LD_LIBRARY_PATH (libocijdbc8.so for Solaris). The thin driver is pure Java which is why there is no problem (it doesn't need to load a native library).
