Installing Rails behind proxy server

It's been a few months since I have tried it, but I had a heck of a time getting Rails installed at first. I was trying to do it from work, behind a proxy server. I saw an article that said to set the "HTTP_PROXY" to the full url of the proxy server, but no luck. Ran the installer from home, and it worked like a charm.

Can anyone provide more information on installing gems when you are behind a proxy?
