Is there any program guaranteeing to get any character properly?

I meant is there any program which can make sure it will get whatever character properly as long as they are properly stored in db.

for example:
there are some latin/korean/japanese/chinese characters in oracle/sybase/mysql/db2/informix/sqlserver which we dont know what default charsets they are using. And we dont know what charsets of the operating systems users are using either

As far as I know, both the charset of db and os affect the final results to get characters right, so is there any program which can make sure no matter who is using it, what db it will be connecting , the characters will be always retrieved properly?

Anyone knows please give me the name of the software

Use a Unicode database.

You will need to know the character set a client uses though, there is no way to second guess what charset they will want things displayed in.

I meant I want to connect to various dbs,not the other way around.
Guess I will be using a unicode charset,say utf8, if I will be the one who get to configure the db.

However, differenct db has different charset, I was curious about how to get the specific charset.That's why I was then curious about is there any software exists which is able to retrieve any character properly from any db with different charsets
