From effort point of view: You can get PMP with few effort it is easy but SCEA I heard is very hard to get.
I think in management environment nobody seek for certification (they look for university degree) but of course if you have PMP you gain management knowledge. In technical environment SCEA is very cool
but it is hard to say which one is better because they are not related thing to compare.

Personally I would prefer to have a combination of techincal and management. But in my apprsial my manager suggested me to go for an MBA/PMP degree as he feels my management skills are much oustanding then my technical skills.
