If there are some changes to be done in ranch, who takes all the decisions? Will there be a public opinion?

Decisions are made by the bartenders and sheriffs.
This forum is open to the public and is here for anyone to discuss JavaRanch issues.
The owner, Paul Wheaton, makes any final decisions.
