A case where Java DB(derby) failing,plz help

Iam having two java programs,first one is a java application which produces or fills up the database and second one is a Web server that consumes that database.

I've Embeded database and File system for storing data approach as my both programs are running with in the same Machine.

The obvious problem here is once one application made to run , the other one can't access the database as operating system gives the lock to one process.

Is there any other approach for this.... using network based approach for database with in the system is seeming ridiculous.
