Connect to Oracle as dba

Is it possible to connect to oracle 10g like dba using thin driver, and then create user identified by password?

You don't need to connect as sysdba for this. You can just assign create user privilages to the user you connect as.

Basically you can do anything possible via SQL or PL/SQL via JDBC.
