Relation between OS VS J2EE

In my PC Windows 95 is OS. It is possible to work J2SDKEE1.2.1 with JDK 1.3? Is there is any relation in between OS? I set a path as follows
SET JAVA_HOME =C:\JDK 1.3
SET J2EE_HOME=C:\J2SDKEE1.2.1
When I run the server j2ee �verbose I got only bad command or file name. Whether it is correct or not?
