"database engine could not lock table"..error

I'm able to get info from a bean, but can't write to one. I keep getting the following error:

java.rmi.ServerException: RemoteException occurred in server thread; 
nested exception is:
java.rmi.RemoteException: SQL Error: [Microsoft][ODBC dBase Driver] The
database engine could not lock table 'Empdata1' because it is already in use by
another person or process.
java.rmi.RemoteException: SQL Error: [Microsoft][ODBC dBase Driver] The database
 engine could not lock table 'Empdata1' because it is already in use by another
person or process.

Here's the code from the test class I'm using to access it.
args[1] is the key. When it exists the Exception is caught, but when a new key is introduced, I get the above mentioned error.
