I`ve evaluated Borland JBuilder5.0 Enterprise
and WSAD4.0 .
Based on my experince, WSAD4.0 is easier to use,
with more powerful DD tools. However Borland already has JBuilder 6.0 for J2EE 1.3 developement
and IBM has not.

We are evaluating JBuilder and Pramati IDEs; While we are more familiar with Borland, We are quite impressed with the tools these guys (Pramati) have on their IDE.Their 3.0 version is especially good for J2EE 1.3, and we havent yet seen JBuilder's J2EE 1.3 support (though their J2EE 1.2 support is quite good).I would advise you look at JBuilder and Pramati, and decide based on your requirements.

While I have not used it and it does not currently support J2EE 1.3 (although explicitly promises to in the next release) Forte Enterprise Edition also has IDE support for EJB's
