does anyone know of any open source rules engines?

My personal experience is all the open source rules engines are not that useful, tough to maintain and with bad support.
Check out ILOG JRules which is very full fledged and gives lot of power to the end user to create the rules by himself.
Some times you can avoid lot of pain by spending some money on these api's or tools.
