where is j2eeadmin tool ?

Hello Freinds
I m new to JMS, i m refferinf the JMS documents downloaded from java.sun.com. My problem is that this document says to create connection factories we can use j2eeadmin tool but in jdk1.3.1 i could not find this tool.

With the J2EE Software Development Kit (SDK) version 1.3.1, you use a tool called j2eeadmin to perform administrative tasks. For help on the tool, type j2eeadmin with no arguments.

Please let me lknow weathere j2eeadmin is part of standard JDK or i have to download some different patch from the java.sun.com
