it would help to know which OS you're running
since it doesn't change too much i'll tell you how my XP/win2000 machines at work are set up.
1) right click "my computer" on desktop, select properties.
2) select advanced, then environment variables.
3) click "New"
variable name = "JAVA_HOME" (no quotes)
variable value = "c:\j2sdk1.4.0" (also no quotes, and "c:\" should be replaced by the drive you've installed to, "j2sdk1.4.0" may or may not change based on the SDK version you're using.
rinse and repeat for J2EE_HOME & ANT_HOME
if you're setting up on win98 , then edit your autoexec.bat
