Read-only entity beans are a vendor optimization. The vendor guarantees that ejbStore will not be called on any entity bean marked as read-only. Furthermore, most have a configurable time-out setting for the cached data so that every access does not require a database call either. Basically the whole point of read-only entity beans is reduce the number of times that the container needs to hit the database for information. It is useful for static (or very rarely changed) data. There is also a related strategy called read-mostly.
