Austin is pretty cheap compared to other US cities. Lesser taxes, small & sweet city. Cost is living isn't much higher either, though this will depend upon the life style a lot. City infrastructure is good. If you don't own a car life isn't tough either. Free buses (dillos) runs across downtown area through out day and Govt. Capital Metro isn't that costly either (Monthly pass $10.00 and you get infinite rides). Weather is nice, typical texas weather always 70s or more mostof the time in year. Hope this helps.

IMO, something like $35/hour to $40 or more would be fair. Austin, TX will have a very resonable cost of living. The quality of life there with both UTA and the state capital could be excellent. You will enjoy messing with Texas.

I don't know where your from, but if your from the Indian subcontinent, the weather may be very appealing too.
