J2EE Architecture - File transfer solution

Architects, please advise.
I work for a large company and we�re defining the J2EE pathways for our in-house development (about 3000 developers).
I need to come up with a file transfer solution to support web clients, application clients and jms clients. The files will be persited to RDBMS exclusively.
Ideally I would like to persist files on the EJB container, but that�s not always possible, depending on file size. Objects transferred via RMI/IOOP to the container can�t be too large since they need to be loaded into memory before being serialized, consuming too much memory.
I�m considering using DAOs on the WEB container and Application Clients.
With regards to JMS clients, files need to be received by a MDB. I�m told messages over 1MB impact performance. We use MQ Series as our JMS provider.
Any advices and ideas are very welcome. Feel free to explore different solutions and question me!
