For H1B,, Are people those who have a 'Executive Masters' degree from US university eligible for masters quota of 20K ? Similarly, for HSMP, are those, who have 'Executive MBA' instead of the normal MBA from the university list eligible for HSMP ? Are non-conventional method of acquiring the degree i.e distance/online mode valid when applying for these kind of visas ?

I guess you are right about H1b . If you have a MS or MBA from US univ. you are under the masters quota of h1b . I am not so sure about HSMP .
