Consider a cluster or federation of servers. Any one of them could publish a message. All of them would be interested in receiving it.
Would you require each to publish on a different topic and subscribe to all the other topics in the cluster? I'd try to let all of them publish and subscribe to the same topic.

Stan James: We are considering that all apps pub/sub to the same topic due to them having the responsibility to manage a similar piece of data. Since I posted I haven't found anything indicating it is impossible to allow an app to pub/sub to the same topic.
Paul Sturrock: Having an app pub/sub to the same Queue is pointless (unless there is an async process can be better handled by JMS instead of threading or another async process). I'm sure if you understood our environment a bit better you'd be able to make that statement with some backing. A debate for another time.
