I downloaded j2ee and I still get the following errors:

Microsoft Windows XP [Version 5.1.2600]
(C) Copyright 1985-2001 Microsoft Corp.

C:\EJBProjects\advice\src>j2ee -verbose
'j2ee' is not recognized as an internal or external command,
operable program or batch file

I get the same error running deploytool.

But my programs including package javax.ejb.* are now compiling.

Any ideas ? I have defined J2EE_HOME as C:\j2sdkee1.3.1

Executables have to be in the PATH. Make sure you've updated the PATH.

You need to add the J2EE/bin directory to your path if you intend to invoke it from anywhere on your platform.

It is sorta covered in the JavaRanch Style Guide.
