Load Balancing is a technique implemented either in hardware, in software, or in both where the incoming requests to an application are spread across available servers to maintain client response times as the number of concurrent requests grow.

High Availability is a sort of marketing term which means pretty much what it says - a "High Availability" application remains available regardless of increased load and/or hardware/software failures.

Load Balancing is a technique you might use to make an application more highly available.
