I need something that outputs a new pdf file every hour and the pdf file should be accessbile via jsp pages. However, these pdf files should always be generated even if users haven't visited the jsp page since the application server started. My friend thinks that it should all be done in the web app, but I think the pdf output portion should be a standalone Java application. If we were to go with his approach, is there a way to start the pdf generation without having to visit a jsp page?

Yes, and a stand alone process is a better fit that a request driven JSP. Have a look at java.util.Timer and java.util.TimerTask.
