Is there a way for a bean to "register" with the container/server to be notifed of all beans that are deployed and undeployed?

Probably you can achieve this by SNMP (WLS), but I am not sure. You need to dig more.

What server are you using?. If its weblogic 8.1, there is a very high chance that weblogic JMX might do this for you. You can register JMX Notification listerners with the MBeans you are interested in. In this case, EJB Mbean may be.

right but i want a vendor neutral way of doing it. I was hoping there was something in the specs from Sun that made this possible.

Nope the ejb spec does not talk about notifications before/after deployment/undeployment. Either way i'm curious to know the use case that you are trying to address through those notifications.

Don't get me started about those stupid light bulbs.
