How to insert a jpeg image in a post ? the image to be inserted is on my local disk.

You need to upload the image to a server somewhere where it is publicly accessible via HTTP. Then you can link to it using the "IMAGE" button during posting.

If you dont have access to a server you can use http://imageshack.us/ which is one of many sites that let you upload a picture.
