The book is tilted to both groups. The beginning chapters have more of a newbie tilt, while the latter chapters have an EJB 2 "experienced" developer tilt. Overall, the book is probably a more fun read for a newbie, since we cover a lot of concepts "ground up".
Besides, EJB 3 is really an entirely new beast that doesn't have that much in common in terms of the EJB 2 programming model.
