Well, I don't know if it has anything to do with combat pay, but something tells me that it is just a keyword search -- and not qualified.
For example, in the case of English, why would english even be mentioned in a high paying job posting in the US? It would just be assumed. The only time I can envision the "english" requirement is for either (1) english related jobs, such as teaching english as a second language, or (2) where cases, where people assume that english may not be required.
