Does anyone know of a ResourceBundle implementation that provides a method to refresh the bundle that is backed by a properties file? In other words, force the bundle to load the contents of the properties file again?

Nope you can the ressource bundles are loaded once & they cannot be dereferenced as the VM holds a reference to all the Strings (Keys & Values).

ResourceBundle help I posted earlier on another site. I will keep you informed when my version of the GC RBDL's (Garbage Collectable Resourcebundle) is made available in alpha
Hope to be able to provide you with a correct version for your needs ?

It is sorta covered in the JavaRanch Style Guide.
