Do you mean java.util.Properties ???
You can create new instance new Properties(), and then load it by load(InputStream).

You can also use System.setProperty() and System.getProperty() at runtime

From the command line you can use the java -D switch to set system properties.

I'd like to add that not only can you add properties at runtime, but you can use the store() method to write them to disk, and make the changes/additions persistant.

consider using xml to set properties. Sun seem to suggest it as the preferred method
