I am sorry if i've posted my message at a wrong place, but i'd like to know if it is a wise idea to write disassembler for tasm in Java.

Why not? Lots of different tools can be applied to that kind of task, Java among them.
If I needed the program to be lightning fast at runtime, I'd probably choose C. If I just needed it to work, I might do it in nawk, ksh-93, or Perl. Java would probably be the easiest implementing strategy, depending on how you approach the task.
Lisp would be an especially helpful language choice too.
If you want to be really clever, find a TASM disassembler that's written in TASM. The convert it to Java! Here's one tool that could help you do that.
