Well, card games are typically played using cards - but I guess you already knew *that*...
Seriously - I think you will have to be a little bit more specific with your question. What are your doubts?

First you need the paper (a solid bit of card), then use a ink jet printer to print it out. But before that, get good graphic software to make your design.

You could start very simply by modelling a deck of cards and behavior that's common to all games: shuffling the deck, distributing cards to each player, organizing them by suit and rank.
Every game uses card combinations in some way, so start with some simple add-em-up types: blackjack, fish, etc. Poker is a little more complicated, cribbage even more so (to get the logic right, anyway), so wait on those until you know how you want to do things.
