In the context of the question, I would say neither. Looking at a single type of programming as the secret for a happy career is incorrect.

Testing, development, support, maintenance, product work, etc etc: they all provide different skills and create a complete view of the development process. In my opinion it would be a mistake to concentrate on any one area and exclude the rest.

By it's nature development will always have an advantage over testing. Development is the true root of whether a project is successful or not. The most important players are the devs.

Given time it's possible for a dev to solo a project (dev, testing, UI, tech writing, artwork, etc.)

If you much rather enjoy testing, going into development may ultimately limit you. Likewise if you prefer development, testing isn't going to make you happy and consequently successful. Do what you love, success will follow.
