how to start tomcat as windows service with 128M memory for jvm

we have a problem at work..
we want to startup Tomcat as a service in a w2k.. and we want to startup with 128M of memory for jvm, instead of default 64M
it is easy using the script catalina.bat, just writing a simple line:
set JAVA_OPTS=%JAVA_OPTS% -Xmx128m -Xms128m
but it doesn't work if i startup Tomcat as a service..
my question is:
how can i pass this parameter (-Xmx128m -Xms128m) to the Tomcat service, so the jvm can use it?
